Electromagnetic forces occur between electrons and protons while nuclear forces occur between neutrons and protons in the nucleus.

Electromagnetic forces are the forces that are responsible for the attraction between electrons and protons. The electrons in shells repel each other.

The existence of electromagnetic forces explain why positively charged protons repel each other in the nucleus and neutrons are needed to buffer this effect.

The electromagnetic force has a short range. The strong nuclear force applies to the nucleus and focuses on the neutron - proton ratio.

An atom is unstable if it has too many protons because their repulsive force will exceed the nuclear force that keeps them together. Nuclear force is stronger for lighter nuclei than heavier ones.
