If she took option one, she would be missing one bag of bark chippings and four trays of pansies with only 5.50 left to spend.

If she took option two, she would be missing 3 bags of bark chippings and 3 trays of pansies with 10.75 left to spend.

Now, it is unknown what the price for a single bag or tray is however it seems that the bark chippings cost more than the pansies. If it seemed to be any option that worked, it would be option two where she can buy the rest seperate and have more to spend still.

However, she doesn't have enough to buy all the bags of bark chippings and pansies that she needs.
