2y = 3x - 4

y = 3/2x -2

for x-intercept, y =0

so 0 = 3/2x - 2 => 3/2x = 2 => 3x = 4 => x = 4/3 or 1 1/3

for y-intercept, x=0

so y = 3/2(0) - 2 => y = -2            

Another way to solve it is

y = mx + b

m is slope which is rise over run

b is y-intercept

so y = 3/2x - 2

starting with y-intercept at (0,-2), the line rises 3 units and runs 2 units
