The “right of way” rule does not apply around the ocean waters. In this case, a PWC should be treated just like a motorboat. The rules of a PWC applies just as the same as that of a motorboat. Assuming that one vessel is crossing from the port side and the other one is crossing from the starboard, all things considered, the one crossing from the port side is the make way vessel and must alter speed to avoid collision. The same case applies to the other vessel that is crossing from the starboard side. Both vessels share equal responsibility.
