So this is an inequality and can be easily solved if its opposite number is done with both the sides. There are some inequality rules which are:

1. when absolute values removed; the number in the oppostite side becomes negative and if negative then positive. And the signs are changed to its opposite sign. Like greater than to less than or vise versa.

2. When both the sides are divided or multiplied by a negative number the signs are changed.

I - 7b + 5 I ≤ 33

- 7b + 5 ≥ -33

- 7b + 5 - 5 ≥ - 33 - 5

- 7b ≥  - 38

-7b/-7 ≥ -38/-7

b ≤ 5.428
