There are instances where there is broken traffic lights. The steps to take is explained below;

In case of a blackout of traffic light, or if the traffic signal lights are not working due to an electrical power failure, It is advisable that a person should stop at the intersection and then only move when you know other turning and approaching vehicles, pedestrians etc., have stopped.

It is very important to follow the instruction or directives of the officer who is directing traffic so as to avoid any collision with other vehicles and ease of movement/traffic.
