You do have to worry about time and temperature if the food is meat, but i think vegetables and fruits are the foods you don't have to worry about.

When a food handler is using dried goods like dried soup, beans, rice, barley, bayleaves, sugar, salt tea and coffee he/she does not have to worry about time and temperature control as these food items do not spoil. Rice may get weevils but not if kept in a tightly closed container.
