It didn't let discrimination in hotels, public spaces, restaurants, clubs, and trains and it was unconstitutional.
Possibly d due to most governments not wanting to decrease poverty because that would mean money comes out of the governments pockets.

When the men left for the war, the women took over their jobs including firemen and baseball players. This gave women and minorities a sense of "I can do the same work" and women in particular didn't stay home as a housewife and raise kids no longer. Women became powerful leaders and took on typical men jobs.
