What is the difference between a group at risk for poor health and a group considered a vulnerable?

Poor or at risk means to figure out the cause of it, but if anyone is very sick, then that would be at risk and in poverty would mean to be poor. A group considered a vulnerable means stop at all costs and to never try it again until your sure it does not get anyone sick.<span />
