By definition of proportion; we have

\frac{x}{5} = \frac{20}{100}

Simplify:

\frac{x}{5} = \frac{1}{5}

Multiply both sides by 5 we get;

x = 1

Remaining = 5 -1 = 4 pounds of water

Therefore, 1 pounds of sugar and 4 pounds of water does she need to make 20% syrup.
