One way teens can stay alcohol-free is by staying away from alcohol and not allowing themselves to be influenced by friends and others to try it. A second way is to be placed under heavy watch by the parents since it is their child and they must watch to make sure they grow up correctly. A third way which is already implied by the country is you must be a certain age to drink henceforth kids who arents over 21 can't drink or can't buy alcohol.
