4 : 10 x 3 on both sides = 12 : 30

Also

You would have to multiply the 4 in 4 : 10 by 2, and the 10 by 3, so basically it can’t work.

For 20 : 8

You would have to multiply the 4 in 4 : 10 by 5 and yet divide the 10 by 1.25 which definitely doesn’t work because a, the number used to multiply/divide is the same, and b, because both sides have to be multiplied or divided, not just one each.
