Explanation: I believe the best would be the third option C, Students should make an informed decision when choosing a college as the passage talked a lot about the considerations and research behind selecting the right choices. Option B only states students should consider only financial aid while option A isn't supported as it doesn't mention stress in the passage. Not to mention A and D are opinions and the opinions of the reader could be different than another.
