In 26 states, the governor and lieutenant governor are elected on the same ticket, ensuring that they come from the same political party. In the remaining 18 states, they are elected separately and, thus, may come from different parties.

With regulations, an agency holds a public hearing and after that hearing makes a decision on either adopting, changing, or rejecting the regulation. Laws are also rules that govern everyone equally, while regulations only affect those who deal directly with the agency that is enforcing them.
