The term chemical reaction has to do with the interaction  between reactants in order to yield products.  We know that when a chemical reaction occurs, the reactants are rearranged to form the products.

Now the first step in this reaction is that the Borax  is heated to form boric anhydride (B2O3). Thus compound now reacts with cobalt II oxide as follows; B2O3 + CoO -----> Co(BO2)2.
