Communication with the general public that attempts to influence legislation by expressing a view about that legislation and urging the public to act is known as grassroots lobbying.

The method of communicating with the general public  and thereby influencing the legislation by making them act up along with and express a proposed view. Basically, it is a campaign to address an audience about an issue or a topic with an pre-calculated intention of influencing the legislation. This is an approach rather than an act.

Mostly, politicians opt this kind of psychological approach to the public to make them act according to their views. When there is grassroots lobbying,  people are becoming mere tools in the hands of these activists. Also this can make changes in the legislation by collective movements from the part of the public.
