Well assuming that the riders get off so that others may get on it'll get pretty busy, just take the 3hrs. and convert them into min so that would be 180 min. then you divide the 180 min by 25 min. This will give you 7.2. You then multiply this 7.2 to the 35 people to get 252 people.
