For an ordered pair to satisfy a function , it's a must that when you plug x , you get the value of y and vise versa :

y = -6x - 2 

Check for pair ( -1,-8)

y = -6 * -1 -2 = 6 -2 = 4 

y after substitution is not equal to given y ( 8 )

so refused ordered pair.

Check for pair (-3, 16)

y = -6 * -3 -2 = 18 -2 = 16

CORRECT , so this satisfy the function
