Antibiotic resistance refers to the ability of the microbes to resist or reduce the effects of the antibiotics.

The antibiotic drug always requires access to enter into the bacterial cell. For example, porin channels, penicillin-binding proteins et cetera.

So, if the antibiotic receptor is not present on the surface of bacteria then the antibiotic drug would not be able to enter the bacteria and thus, the bacteria would survive the drug.
