Well some places are more expensive. This will effect the prices of utilities because some places have a higher expense of living because of the lack of certain materials or because of the desirable location. For example, although living in Hawaii was beautiful, it was extremely expensive for everyday items because most things needed to be shipped and because of constant tourism.
