The groups of the periodic table tell us how many shells  are on the element and the family number tell us how many valence electrons are there on the valence shell. I dont exactly understand what you mean by atoms properties however these are some patterns found on the periodic table.

if one of my eyes has poor vision(blurred) but the other eye is fine and compensates for the blurred eye , do i need glasses

I actually have that problem. I have 20/40 vision and my left eye is pretty much blind. I was prescribed glasses so that my sight in my left eye would not get worse. All to say, I would consider glasses to be necessary in this case. It definitely helps in every day life.
