You didn't put the whole question but I'm assuming it's looking for 2.3x10^3 not in scientific notation

The easiest way to figure out what scientific notation is saying is using the power as a guide to tell you how many digits to move the decimal place and in what direction. If the power is negative, the decimal place is moving to the left that many digits. If the power is positive, like in this case, the decimal is moving to the right.

In this case, the decimal is moving to the right 3 places. When doing this, you can assume there are infinite 0's after the last digit given.
