I think the answer would be the 2nd one because the last two options are just assumptions and it's not using the graph. Also for the first answer, Japan had invested more in education China so that statement doesn't make sense.
I could be wrong but that would be what I would choose

This is very simple to solve, as the answer is right there! We can factor out A because that is ridiculous, and nobody can find that out for sure just on funding. We can count C out because that is a fact, and based on that percentage, that is more than likely false. D can easily be canceled because this information does not show anything regarding military funding, so that leaves B as your most probable answer.
