b= 3.5\ m

A =3.5^{2} =  12.25\ m^{2}

we know that

The area of the circle is 12.57\ m^{2}

we know that

Area of the square=12.25\ m^{2}

Area of the circle=12.57\ m^{2}

so

12.57 > 12.25

Area of circle > Area of square

therefore
