Jill would pay 5.945

Reason:

You add up 5.49 and 6.29 and get 11.78. Then you would divide that by 4 and get 2.945. If Jill were to pay the tip then they would have to pay three dollars would add three dollars onto their 2.945 and they would have to pay 5.945 instead of 2.945.
