The square root of 64 is 16, which yes, is a rational number. You get the square root of 64, (or really, any number!) by dividing it by 4. your answer, which in this case, was 16, is a rational number because:
*it can be written as a ratio, like; 1:16
*it can be written as a fraction; 16/1 (be careful not to say it's reciprical, 1/16!!!)
*and finally, you can write this ration in word format, which will always be said as, 1 to 16, so you basically write "to" instead of (:)

12 = f(1) – 7

Using given recursive rule and calculated  value of f(3) calculating f(4)

Substituting x = 5,  

f(5) = f(5-1) – 7  

= f(4) – 7
