Number of plants in Elizabeth garden = 1\frac{7}{10} \times number of plants in rosalie garden

a = 1\frac{7}{10} \times b\\\\51 = \frac{17}{10} \times b\\\\51 = 1.7 \times b\\\\b = \frac{51}{1.7}\\\\b = 30

Thus number of plants in Rosalie garden is 30
