Popular sovereignty is a doctrine which states that the source of governmental power lies with the people . The principle comes from the concept of  social contract and the idea that government ought to be for the benefits of its citizens. If the government fails to protect the people then it should be dissolved.

This theory was given birth by the writings of Thomas  Hobbes , John Locke  and Jean Jacques Rousseau.
