OK, the relation. (2,9), (2,8), (-3,7) (-3,6)

Since 2 maps to two values, as does -3,  this relation is not a function.

By the way these points, in this slightly different order, 

(2,9), (2,8), (-3,7) (-3,6)

are the vertices of a parallelogram.
