I think you should write the equation to find perimeter such as P = 2(L + W). So the expression is 2[2(x+y) + 3(x - y)]
Simplified as 2[(2x + 2y + 3x - 3y)] 
                        2(5x - 1y) combined like terms 
                         10x - 2y is the expression for the perimeter of the rectangle
