we know that

To find the average rate of change, we divide the change in the output value by the change in the input value

the average rate of change is equal to

\frac{f(b)-f(a)}{b-a}

In this problem we have

a=3

b=7

f(a)=f(3)=4(1.08^3)=5.0388\ cm  

f(b)=f(7)=4(1.08^7)=6.8553\ cm  

Substitute

\frac{6.8553-5.0388}{7-3}=0.45\ cm/month

The average rate of change is how fast the growth changed over the time period
