The equation would be .35x +15.50! 
You can subtract 15.50 from 16.90 to get 1.40. Then divide 1.40 by .35! You would get 4! Good luck!

15.50+0.35=15.85
no. of hrs=amount he paid/cost
no. of hrs=16.90/15.85
no. of hours=1.04(actually it is a recurring decimal(or in a mixed fraction it is 1 27/317)
