\dfrac{4}{10} +  \dfrac{28}{100} =  \dfrac{4 \times 10 }{10 \times 10} +  \dfrac{28}{100} =  \dfrac{40}{100} +  \dfrac{28}{100} = \dfrac{40+28}{100} = \dfrac{68}{100}  =\dfrac{68 \div 4}{100 \div 4}= \dfrac{17}{25}

4/10 = (4*10)/(10*10) = 40/100

40/100 + 28/100 = 68/100

68/100 = 34/50 = 17/25
