Water is a polar molecule due to an uneven distribution of electron density. Water has a partial negative charge near the oxygen atom and partial positive charge near the hydrogen atoms. Thus, dipole moment is created when there is a charge separation between the molecules. The dipole moment of water is 1.85. Therefore, when the charged balloon is placed close to the stream of water, it cause all the molecules of water to bend towards the balloon which has static charge on it.
