Explanation:

                        Constitution is a legal document by which the Government of any country works. It is the frame work by which the Government is binded to frame policies and work for the welfare of its citizens . It is considered of having the highest power in the States.

                       The Constitution of Maryland was ratified in 1867 but is amended about 200 times by the members of the General Assembly. Thus Maryland suggested that the Constitution was a document that is produced by the power of the states and nor by the power of the people.

                        But the Supreme Court of the States strongly disagreed on the suggestion of Maryland by stating that the delegations or the members of the General Assembly who voted for ratification and also for amendments are chosen by its citizens. Thus they are the people representative who delivers the views of the general people as a whole.
