Here is the Necessary and Proper Clause: 

<em>"The Congress shall have Power To ...make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof." </em><em>ARTICLE I, SECTION 8, CLAUSE 18</em>

<span>This was put in place so that congress had the power to create new laws and sections through time and change in order to grow congruent with the change and growth of america (socially and economically). Basically, Congress can make any laws and try to pass them, as long as they don't interfere with the original unalienable right put into place by the constitution.
