Popular sovereignty is the belief that all political power is ultimately held by the people. The people agree to relinquish some power, but not all. Since only a portion of the power is given to rulers, their authority is limited and the remaining powers reside with the people. The people, through voting can vote for or against proposed laws, thereby stopping government officials from enacting laws on their own. This keeps government officials from having too much power and limits corruption.

The power of the Government is limited in that Government cannot do everything it desires. This is so because it was elected by people, and assuming that the politicians in the goverment will want to be re-elected, they have to do what the people want, and not whatever they want: they have limits on their actions.

While some people disagreed with these views, those who disagreed generally kept quiet as this was a social taboo. Nowadays, many people still have these views and still consider the subjects taboo, but the situation is a lot less universal.

If I had lived in the nineteenth century, it is very unlikely that I would have been able to discern the cultural values and taboos surrounding these practices. This is because people are generally not very good at examining the contingency of the values of their own time period. In the same way, I generally agree with the values that are promoted nowadays regarding these topics.
