The metals that have free electrons are called conductors. The electrons are responsible for conducting currents in conductors since they are free to move around.

The motion of electrons is such that the former electron will occupy the hole produced by the latter electron where the latter moves forward in the conductor in one direction. The neutrons are fixed with the atom and they cannot move in the metallic conductors.

Insulators are materials that do not have free electrons.  So, it does not account for such motion of electrons.

So, the insulators inhibit the flow of electrons since there are no free electrons to share the energy.

Now solve for t. t=0.21 seconds.
