Subtract 8x from both sides

8x - 8x - 3y= 9 - 8x

-3y = 9 - 8x

Now divide both sides by -3 to isolate y

-3/-3y = 9/(-3) - 8x/(-3)

y = -3 + 8/3x

y = 8/3x - 3
