9. All you have to do is find the closest number of 9 which you could go 9*1, 9*2, 9*3 until you get to 9*9 which is 81.

All you have to do is long division

 *9 does not go into 8 so you go to the next number. 9 does not all go into 82. The closest product to 82 is 81 which is made by 9x9. Then you subtract the product from 82*
