Choropleth maps provide an easy way to visualize how a measurement varies across a geographic area or show the level of variability within a region. A heat map is similar but does not use geographic boundaries.

What questions still remained about the status of freed people after complete emancipation of formerly enslaved people?

Although technically the formerly enslaved people were now freed, they still could not own land, had difficulty earning a living to support themselves, could not vote, did not have many of the same rights as other American citizens. So the questions that needed to be resolved were related to what rights these former slaves should have in a post civil war America.
