First, you would add two to the negative 2. Since you're doing that, you must also add two to the other side, which in this case is the four. So..
3x-2=4
    +2 +2

You will have 3x=6. Then, you divde 3 on both sides. You will be left with x=2. 

To check, plug in for x.
