That would be 28 times 0.01. When multiplying a whole number with a decimal, you move the decimal place in the whole number to the left for however many zeroes there are in the decimal number. For example, since there are two zeroes in 0.01, we moved the decimal place in 28.00 to the left twice and got 0.28 — hope this helps!

Therefore, -\frac{2}{3} times slope of l_{2}  = -1

Slope = Change in y ÷ change in x = \frac{y - 3}{x - -8} = \frac{3}{2}
