Solution:

Let the number of trays be 'x'.

First we will will find the Total cost of labor.

Total cost of labor is equal to Number of labor multiplied by Cost per hour of labor multiplied by Number of hours they work.

framing in equation form we get;

Total cost of labor  = 2\times 7\times8 =112.00

Now we can say that;

Selling price of each tray multiplied number of trays equal to Making cost of each trays multiplied by number of tray plus Cost of labor.

framing in equation form we get;

112+14x=35x

Combining like terms we get;

112= 35x-14x\\\\112=21x

Dividing both side by 21 using division property of equality we get;

\frac{112}{21} = \frac{21x}{21}\\\\5.33=x

Hence They have to make 6 trays to cover the cost including labor.
