Jin has 1 and 3 tens.So that would be equals to
= 1 tens + 3 tens = 4 tens or 40.
Next, Carla has 4 and 6 ones. 
So that would be equals to
= 4 ones + 6 ones = 1 tens or 10.
Now, the question is, what number can they make together.
This simply means that if were going to add up the numbers that they both have, then how much will they make? 
=> 40 + 10 = 50 or 5 tens.
