Also, Harry is jeopardizing his time and life because Hyperventilation itself reduces the CO2 concentration of the blood to below normal level, this makes the bloods pH value to raise, this in turn causes the constriction of the blood vessels that supply the brain, and prevents the transportation of certain electrolytes necessary for the function of the nervous system.

If we think about it.. When we breath in oxygen, right away it enters your lungs and turns into carbon dioxide. Well since your lungs need to process oxygen and bring oxygen into the blood stream. Then as soon as the oxygen comes inside (inhale) the oxygen turns into carbon dioxide and you breath it out (exhale) to get a new oxygen load.
