The Fugitive slave Act said that any black, with out without papers could be claimed my a slaveowner and forced by into slavery. And any person knowing the whereabouts of a runaway had to report them. This was hard because no matter how far North a slave escaped, they were never truly safe

Prior to the creation of fugitive slave act, there is a confusion whether the slaves who managed to run away to northern state would become automatically free or not. This act require private citizens to capture the run away slaves and return them to the owners.

The Northern states believed that owning people (slaves) was wrong so they wanted to put a stop to it but the southern states refused because they saw slavery as a gain because they wouldn't have to pay the slaves that work for them. So the 2 sides despised each other which led up to the war
