We apply the Ideal Gases Law for this case, where the moles are the unknown:

P . V  = n . R . T

We replace data from the problem but we first do some conversions:

200°C to K → 200°C + 273 = 473K

3500mL to L → 3500mL . 1L / 1000 mL = 3.5L

250 kPa to atm → 250 kPa . 1 atm / 101.3 kPa = 2.46 atm

3.5L . 2.46 atm = n . 0.082 . 473K

(3.5L . 2.46 atm) / (0.082 . 473K) = n → 0.222
