The Second Continental Congress was a reunion of delegates from the Thirteen Colonies that started in May, 1775 in Philadelphia, Pennsylvania, and it is a major event in US History.  

During this gathering, the attendees discussed and took several key decisions like:

A. Members quickly ratified the articles of confederation. While the complete approval of this set of articles took almost six years (March 1, 1781), the document served as stepping stone in the process of creating a real government.  

  • B. George Washington was appointed as the supreme commander of the continental army. The Congress decided that if they were ready to break from the British crown, they needed an army - leading to the establishment of the Continental Army and the designation of Washington as the Commander-in-chief.
  • D. The United States Constitution was drafted. On July 4, 1776 the members of this congress proclaimed that the United States was an independent country from Britain and issued the Declaration of Independence.

The tempting answer is that the member quickly ratified the Articles of Confederation, because the Articles were indeed ratified at the 2nd Continental Congress, the process was very slow and only happened after of debate.
