I will assume that is half of a sphere although it looks squashed :P

The surface area of a sphere is 4pr^2 and we only have half of the sphere so we have:

2pr^2 for the hemisphere area....

The surface area of the cylinder is 2prh+2pr^2 however there is only one base so our cylinder area is:  2prh+pr^2

So our total surface area is:

A=2pr^2+pr^2+2prh

A=3pr^2+2prh, given that r=9 and h=12...

A=3p81+2p9(12)

A=459p ft^2

A≈1441.0 ft^2 (to nearest tenth of a square foot)
